Water Change Before Adding Cuc?

Had my tank running for a week now and cured LR in since weekend.water stats have remained stable for the last 3 days with sg at 1.024,Nitrates at 10,Ph at 8.2 and ammonia and nitrites at 0.
Planning on buying my water at the LFS due to having a water meter.Should i do a water change before adding CUC to get Nitrates down or can they be added before a change?
Also have some brown on rock at only one end of the tank-the right hand side of pic- and what looks like an Aiptasia living there.Cant get a clear pic of the critter tho.Is this more likey to be die off on the rock or algae?

Yeah I would do a water change before adding the CUC. The brown could be anything really. If you poke it does it retract into the rock?
 
The little creature does yeah.It shrinks right back into its hole.If it is an Aiptasia am i better off trying to get rid at the same time as i do my water change or before?

Depends how you plan to get rid of it. If you are going to inject it with something then maybe do the water change afterwards just incase you over do it. Personally if it was me I would take the rock out and use a sharp blade to cut it off then pour boiling water over the spot where it was in case you missed a bit (seeing as there is nothing in the tank at the moment and you can probably get to the rock without too much hassle). I have only seen a couple in my tank but I just cut them out (cut the rock out from under them with a scaple) and havent seen anymore (touch wood :) ).
