Smells a bit fishy

Right I have neglected my tank somewhat over the last month or so, I just didn't get the time to do water changes, but I did a large one 2 days ago and a smaller one yesterday.
After the water change yesterday the readings were Nitrate 40 ammonia and nitrite 0.
All the tank mates were doing fine before I did the water changes. But today when I got back from work I noticed my Angelfish was laying in the plants. I moved him out, and he was unable to swim. All his fins are fine and doesnt look any bloated, maybe slightly red around the gills. All the other tank mates are fine.
Now I don't have anything to put him in but have put him in a measuring jug for the time being to see how he gets on without any current.
I feel so bad that I neglected the tank so much. Is there anything I can do? He is swimming around a little bit in the jug, but in the tank he was at the bottom being dragged by the current.
