Val Not Growing?

It's definitely a type of vallis. You might be having problems simply because you have gravel.  Seachem is sometimes hard to find in certain areas, API's leaf zone is a pretty decent fertilizer too. You can find that at petsmart.

Check your hardness. I'm fairly sure Vallis does batter with some Carbonates.... When you've checked them you might try a DIY Bi-carbonate of soda re-mineraliser etc....

Anecdotal, I know, but my vallis in soft water picked up a lot with some calcium chloride being added to the mix.
 
Otherwise, yet, my experience of it in general is that it likes the harder waters and seems to stunt in soft water.
