Unknown Fish To Large For Tank?

ok, about 6 or so months ago my sister got a tank with some coldwater fish.....to cut a long story short ive never and i mean NEVER seen them till today....it was a shock for sure!! i knew she had a 60Litre tank but i didnt know this 6inch fish was in there...

before i changed the water and stones for her today he was gasping loads, found out she did water changes without treating the water first! he seems much happier but could someone shed some light on what he is??

and is he to big for the tank?

also....this poor feller is missing his gill flap things (sorry i really dont know what they are called)

ive been told by the previous owner he has had that since he was younger due to getting it caught on a sharp plant.....either way it hasnt affected him it just looks very painfull.....
 
Albino common and sarasa comet with dull colouration due to poor treatment by the looks of things. Both are single tail goldies and completely compatible but need 30 gallons for initial goldie and 15-20 gallons for every additional. Prevalent predators although they are omnivorous and should eat veg every so often. Melafix for the treatment of the gill as Its probably bacterial although can't tell by pic.
 
the gill has been like that from when he was younger, im now taking care of them and the sister has no say lol, im unable to provide a new tank for the large one :( and as there not my fish i dont have a say where they go.....ive already said to my sister that he is to big for the tank but she is being the typical "its just a fish it will be fine" kind of person really annoys me. best i can do is look after them well huh, thanks for the help mind, any suggestions how i could improve there living conditions?

missin gill covers is usually genetic
the gills underneath the gill cover should be a nice pinky red healthy looking colour,

this fish has also a missing gill cover it was born this way its healthy and the gills are red and healthy
with good water conditions there is no reason why this fish of your sisters cant live a healthy normal life
