Two tanks - Filter Question

I got two new 20l tanks. I have 2 nicrew lights on the way and the tanks are on a DIY stand I built.

These tanks will be used for holding plants for my business.
What is the most cost-effective way of filtering?
Is filtering even necessary if I change 50% per week?
 
if you are only putting plants in them, & still planning on doing your regular water changes I can't imagine that you would need a filter... unless water circulation helps out your plant stock???

Hello connor. I really couldn't recommend putting any fish no matter how small into just five gallons of water. You'd have to remove and replace half the water every couple of days to keep the dissolved fish waste out of the water. Not many would be willing to do this. If you can do that faithfully, you wouldn't need a filter. I have a 300 gallon tank that has no filtration, but I remove and replace most of the tank water at least weekly.

It's not 5 gallons. It's a 20g long.
As I said, no fish just plants for my business.
 
I wouldn't worry about a filter or heater if all you're putting in them are plants? Is it cold where you are at the moment? If not then the water will just stay at ambient temperature which is fine. You could pop an air stone in each just to circulate the water a little if you wanted to

Hello again. You've likely got this covered. But, you'll need to remove the plants from their containers soon. They don't like the rock wool in the containers. The wool will prevent the roots from getting oxygen.

These plants move pretty fast(going out to customers) so there's no danger of rotting roots.
