Tropical Plants

I live in the U.S. and have two betta tanks. I bought this:

Bulbs

And out of the six plantable bulbs only two grew, and one didn't grow very big at all and the other one grew massive. To save some money I would rather buy plants that I know will grow, rather than pay almost $10 for a package of maybe-they-will-grow-maybe-they-won't bulbs. I have looked at both PetCo and PetSmart websites, two franchised pet stores around me and they don't have any that I can tell. Does anyone know where I can find some?
 
I know Petsmart and Petco sometimes carry "live" plants in these plastic tubes filled with air and a little clear jelly on the bottom for the roots. DON'T get these, as all the ones I've tried have had completely rotted out roots and mushy leaves. They'll let you return or exchange them, no problem, if you keep the receipt and the package and whatever's left of the plant, but that gets old fast. Because of the container and labels on these you can only see the tips of the leaves and think you're getting a good plant. So, don't get the plants in the plastic tubes.

I have seen Petcos with live plant tanks, but they won't show up online, you actually have to go to the store or call the store up to see if they have them. Or you could try smaller pet stores, they sometimes have live plant tanks. Finally, you could try online ordering but that's kinda expensive, I'd try going into local stores and looking first.
