Getting close to the new year and closer to the switch,

If I was to purchase 3 kg of live rock, would this be enough to get the tank rolling? I will continue to add 2-3 kg every 3-4 weeks to build up to my desired level of 50 kg. Will this be ok?

It is fine to do it in stages just remember that the rock is your filtration so don't put in more fish than the rock can handle.

With 3kg of live rock what should I be considering?
Crabs and snails? No fish ?

Right, not much but it's a start. You could do a small goby with that much rock though you would still need to keep up on water changes. A yellow watchman goby would be about right. Since there is so much water volume it would do well even with that small amount of rock. That way you could have him, and some hermits.

Here's an old old video of mine.
