Do you have any short grass areas that are not usually covered by water but have been now from rising water from the rain? Shrimp will often move into these areas (along with small fish) because its less turbulent then the main/ usual water course and there is all sorts of foods trapped in these areas that the shrimp and fish can't usually get to.
 
Keep trying to catch some shrimp, just be careful that where ever you go its not prone to high fast river rises from sudden down pours.
 
Its just a stream but it is quite small. Ive searched the grass, under rocks but no shrimp. The rain is really scaring them upstream. Caught a few some 2 years ago. They looked like a cherry with green shades.
