Since the 02 concentration out of the tank is safe for the fish the only question that would arise is if the bubbles could replace more 02 than the fish/bacteria/etc remove.

-agitation is a suffient source to introduce 02 into the water
-despite what some people think bubbles can introduce 02 into the water
