Thought it could be cotton mouth

I noticed a small white piece of fluff on one of my Harlequins on Monday and decided to keep an eye on him for 24 hours and then treat the tank if there wasn't any change. On Tuesday the fluff had disappeared so I thought nothing more about it.

However, yesterday afternoon (Thursday) the fluff was back so I again decided to watch him closely and treat today if needed.

It's now 8:30 Friday morning here and... well... the fluff has disappeared again.

The fish has appeared perfectly normal throughout this and all my water test results are as they should be.

I've never had to deal with cotton mouth before so am asking for advise. Is this cotton mouth or could it be something else?
 
Need to no water stats in ammonia,nitrite,nitrate,and ph, how many gallons is the tank, plus how many fish and which type.

Ammonia - 0
Nitrite - 0
Nitrate - 15
PH - 7
20 Gal
4 Harlequins
2 Zebra Danios
3 Cherry Barbs
1 Neon Blue Dwarf Gourami
 
Everything is fine in tank stock and water quality, it sounds like mouth fungus i would do some water changes for a few days.

Yeah, I'm doing that now just in case. It just seemed somewhat odd to me that the condition had disappeared, then reappeared and disappeared again. That's not something I have witnessed before.
 
He could be fighting it off, then it's coming back, can you issolate him for treatment.
 
I would just half dose the main tank then, good luck.
