Sorry burny but I cannot support your direction at all. I have yet to find the minimum size to house a male Betta splendens with a female, but my biggest tank is only about 120 gallons, 400 litres, so I may yet have something to learn. At a mere 15 litres I would expect to find a dead fish in less than a day. If my new female happened to be strong enough it could be the male but far more often it would be the female.
