I agree about employees having to take tests. And you're right about those naughty kids. They should have parental supervision, and there should be an employee who makes rounds there every few minutes. It once took me an entire hour to get someone to help me, and he wasn the inexperienced employee that gave me the 17 fish.
I applied for jobs at Petsmart and Walmart (under hardline which is supposed to be for fish). I love animals (esp. fish) but there has not been a reply... i could swear I'd do a far better job than most of their current employees, despite my age (16) and no prior work experience! If they have civil service exams for civil office, why not for jobs (though these tests would center around the jobs being sought)?
