35 tetras in a 64L tank is way too many...... i think 20 will be a push! neons and glowlights are probably the smallest out of that list and even they will get to 2 inches. i dont know if you have ever seen a fully grown tetra before but they are bigger than you would think. rummynoses are very active and didnt settle well in my 2ft tank when quarentined but as soon as they were in a bigger tank they came to life. silvertip, penguin and emperor tetras get quite big from memory so i would avoid these too. i personally find that bigger groups of same species work better and look better. people say a minimum of 6 tetra to make them feel secure but if i were you i would go for 15 of 1 species. you cant fault a nice group of neons, i also like the black neons and a few of my lfs have albino versions in at the minute too so if you can get them maybe 10 blacks and 5 albinos.....?

6 neon
6 glow
6 black

yeah sounds better but i would just go for 2 types and have more of them in each group. 18 fish when adult will be 36 inches of fish dont forget
