Tetra has been small forever, any reasons?

Basically the title. I have a tank of Glofish tetras, and it’s always been fine. However, I have one tetra who’s just…small. It’s not really a big problem, it’s just slightly more skittish than the bigger tetras, but I’m confused as to why. For context, here’s one of my other fish.

(Sorry for bad photo quality: I came back from vacation after asking my sister to take care of my fish, and she overfed them, so now I’m trying to get it clear again)
So, as you can see, a pretty healthy fish.

And this is the other tetra. Keep in mind, he’s still healthy…he’s just…small. Now, I feed him just as much as the others, so I don’t think it’s a underfeeding problem, since he eats just as voraciously. I’m not sure why he has black markings. He had them in the store tank, too, and looked just as healthy there as all the others. He acts completely normally, eats and swims normally, and has never been sick, at least to my knowledge.
He’s just a weird little small tetra. And I’ve had these fish for a year, so it’s not like I just got them from the store tank. My leading theory is that he’s male…but I’ve seen black skirt tetras (The Un-glowed variety), and their males look the exact same as females. Any idea why he’s so tiny?
 
I don't think that is a black skirt. Looks like a serpae tetra to me but it is hard to tell with glo fish sometimes.
 
No, all glofish are black skirt tetras before being genetically modified. There is a new line of tetra that looks kind of like him, but they weren’t around when he was in store, so it can’t be that.
 
Definitely a Pristella, which don’t get as big as Black Skirts.

They are far nicer fish than skirt tetras - smaller, less nippy and less bossy to tankmates.

I love the look of x - ray tetras.
 
Ah, no. Do I need to go back and get him friends? He kind of schools with the other tetras, so maybe it’s alright…how closely related are they? I’m upgrading them to a 30 gallon soon-ish (Tank’s still cycling), and could probably fit in five friends for him as long as they’re not too big.

Weird that they had a pristella in there: it was a tetra tank. I’m not even sure they were selling pristella otherwise. And now I’ve searched, and it turns out pristella tetras were being sold as glofish when I brought him…so yeah, that’s probably what he is.

The only way to stop this absurd nonsense is not buy the modified fish no matter how they did it. Glofish are banned in the EU (and UK I think) for very good reason.
 
I think it’s probably more my pet store’s problem than anything with the company. They have a history of this sort of thing. Selling betta splendens as Imbellis, for example, has happened, and I’ve seen them attempt to sell whisker and amano shrimp as ghost shrimp several times. Really weird, since they’re sophisticated enough to keep really healthy saltwater fish. I didn’t know about the whole mislabeling thing when I brought from them, since nobody really mentions it in their reviews. Ownership has changed now, and it’s more focused on fish, so I haven’t seen it happen since, but back then…yeah, it was pretty bad.
