Tank stocking

I have a 40 litre tank at my house in Booragoon and I have been having it for 5 months. Here is my livestock:
6 Silvertip tetras
6 Cardinal tetras
1 Dwarf gourami

Is this a good community tank for these fish?
 
For about a 10 gallon fishtank you want one inch of fish per gallon or you can do more frequent water changes. You might be overstocking a bit. I would go with one group of tetras and the gourami. It does sound like a good community tank though.
 
Unfortunately your small tank (40 liters = 10 gallons) is not so much overstocked as inappropriately stocked. You could manage with the six cardinal tetras, though I sand most sources would never have this species is so small a space. But the silvertips are really not at all suited, they need a larger group (10+) and more swimming space. The honey gourami is OK alone, or with the cardinals. Again, not really very good here.

Tank maintenance is not the issue, it is the inherent needs of each species in terms of numbers of their own when it is a shoaling./schooling species, and/or swimming space. You could keep these fish in a 1 gallon bowl if kept clean, but that is not providing what th fish expect or need to be healthy.

I was a beginner during the time and made mistakes like these along the way. I do clean the tank very frequently with the filter being cleaned once a month. The silvertips used to be agro to the Cardinals when we introduced them to the tank. When the dwarf gourami was introduced, the aggression almost stops completely.
