It is my (by no means expert) opinion that your tank is too small for the gourami, the apistos, and maybe even the ottos. Gourami need nearly thirty gallons (over 100 litres), I think, to be happy, as they are rapid growers and may get a bit aggressive. Apistos are best suited for larger tanks too. The barbs would work well, as would the tetras. You could probably keep the Cory cats without much of an issue. Is this a long tank or a tall one?

What are the dimensions of your 75L? Something along the lines of  51W x 34D x 56H cm ?
The dwarf needs a minimum of a 2ft width, 100L tank for it to be happy - but that being said, I'm currently breeding my pair in my 90L, and they don't seem to fussed about the missing 10L.

Your stocking is more in line with a small volume 4-footer like my 120x30x37cm 140l, when each social species is given 10 of its own. Far too many groups and fish in general for a 75l, another case of what I call "tardis stocking."

The pair of apisto's would be fine, but I would cut out a bit of the others. Ideally it should look something more like this:
1 pair of apistos
6 Corys
1 schooling fish IE tetras x6 OR cherry barbs x6
As for substrate, go with a small grain, soft sand. It'll keep the cories safe, and it keeps stuff from falling down in the gravel. Plants are really personal preference species, and the apistos won't mind having a cave or two.
