Tank Sizes

I was at a lfs this weekend and saw a 15 gallon bio-cube with a baby mandarin and a baby sailfin blenny of some sort. I was wondering is it better for the smaller fish to start out in a smaller tank and be moved to a larger one or just to put them in a larger tank straight away.

Currently I have a 30 gal us long and a 25 gal us high. I was wondering if it would be ok to start out with 2. small osc.clown, a sailfin blenny, flasher wrasse and finally the mandarin in the 30 and move them to say a 55 later? I know I will need to use the 25 and then 30 as a sump for copepods.
 
agreed, the smaller the tank the more difficult. Go as big as you can. Cant keep much in a 15 gallon anyway.

I was using it as a reference. My tank is a 30 gal long. But I can see where it would be easier, as it is with freshwater.
