i have one and its tiny I use it to keep the fish while i do water changes, i am estimating its only about 1/4 gallon at most, i think

You'd hafta use a pretty small heater and if the divider completly separates the water in each side you might need 2?

sorry but these are way to small imo, try to stick to nothing less than a gallon to house a betta and if you put a betta in each side they will get very stressed at seeing each other all the time, not to mention the water changes that you would have to do on that, it would cost a small fortune in dechlor
