Tank not cycling

I have a 40gl tank I set up almost 3 weeks ago. The water continues to be cloudy.. I have a Bio-wheel filter.. emporer400. I check my levels daily, the ammonia has been holding steady at 2.0 no sign of nitrites yet... my fish all look healthy with the exception of some agression from time to time. The water has been cloudy for almost 2 weeks!! how can I clear it up without inhibiting the cycling process?? And when can I expect the ammonia levels to start dropping? I am afraid my tank is not cycling :(

All tanks do cycle, its just a matter of waiting. Soon, your nitrite levels should start to rise. It takes about 6 weeks to complete the cycle, and your ammonia should go down. When there is Ammonia & nitrite in the water, the tank will cloud up.
 
You can also speed up the cycle by introducing bacteria into the tank. You can do this by using filter media or gravel from an existing tank and placing it in your own filters. You can use a friends if you have one with a fish tank, otherwise the LFS will usually oblige. The more you can get, the more effective it will be.
