Tank heater

I was doing a water change today and the water was below the heater. When I moved the heater at this point the heater was hot I put it into the water and it sizzled. I took it out unplugged it of course but then I plugged it in to see if it was working. Should I replace a heater that does that or if it is still working (I'm out at the moment) and not over heating can I leave it in the tank and not have to get a new one

The heater cooled down and then it's thermostat was working because it didn't go on straight away. Has anyone else had this happen to their heater?
