Hi. So one of my relatives were using talc-free powder and I noticed some talc- free powder dispersed in the tank. Can talc-free powder harm my fish??

How much is the question? How big is the tank? In these situations, don't panic.

Most talc free powder is corn flour, which shouldn't be an issue. Just do a water change and monitor ammonia and nitrite for a few days.
