Swapping My Fluorescent Tube For Cfls?

I recently bought a 10 gallon starter kit that came with a 14w 4200k Hagen Sun Glo T8 flourescent tube.

I was considering upgrading to an incandescent hood with two 23w 6500k Sylvania CFLs

Would the upgrade be worth it? 
 
Has anyone had any experience with that type of Slyvania bulb?
 
I've never used them aquaticly, but in normal room lighting they're great, but seem to be prone to early failure, despite the "Longer Lasting" advertising.
 
If you want to go low energy, I would strongly recommend LEDs.
 
Not necessarily looking for energy efficiency, I just want a cost effective way of getting moderate level lighting.
 
I would tend to stay with what you have, at least for now.  I have a 10g with an incandescent hood (two screw-in bulbs) and I use 10w CFL Daylight 6500K bulbs.  I have the exact same over my 20g.  Light is good, plants are fine (low and moderate light requiring plants).
 
Years ago I had a fluorescent hood over a 10g, and that too was good light.  My present 10g and 20g tanks were bought as spare tanks with no accessories, and when the time came to add a hood/cover with lighting I went with the least expensive (incandescent) as mentioned previously.  Though this does use more electricity (20w per tank) compared to the 14w tube.
 
The Sun-Glo is a warm white, and I would probably go with a Life-Glo [I use this tube over my single-tube tanks] but you should have no trouble with plants under the Sun-Glo.  The single T8 tube or the dual CFL bulbs are both moderate lighting, which is what you mention.
