That's normal. Fish can move both jaws in many cases. They have a much more complex skull than we do. A human skull has 29 bones, whereas fish skulls can have anything up to 200. Some of the differences are because our bones have to be simpler and stronger (we live out of water) but also because land animals have put bones to different uses (many of the jaw bones in fish became ear bones in land animals).

What is happening with my Striped Panchax's top jaw when he eats more than he should fit in his mouth?
It seems to dislocate itself around the food. Is this whats happening?
