OK. If I drop the skirt tetras and replace them with a school of Celestial Pearl Danios (very small but beautiful), does that work better? Do they all get along at that point?

Yes that should be fine, but make sure the tank and filter have cycled before adding fish.

To be honest, I would have fewer species but more of each species. 6 is the minimum for shoaling fish but they do much better in groups of 10+. So pick two tetras/harlequins but have have at least 10 of them. And 10 cories.
