Stocking 20 Gallon

I'm have Eco- Complete and am adding a CO2 system to it and upgrading my lights to plant growth lights. This is all in hope of carpeting the entire bottom of my tank in Dwarf Hair Grass. After it cycles i'm planning on getting 10 Endler's Live Bearer males which are on a half inch and then 5 cardinal tetra males and 5 females which are about an inch. I plan on keeping 6 or so Red Cherry Shrimp to occupy the grass. I want some ghost catfish but with the rule I would only be allowed 3-4.
 
Can i get more Ghost Catfish and how many?
 
Will I need fertilizer for the DHG and what kind?
 
Where do you recommend getting a cheap hood and plant growth bulb or what brands should I look for?

Very hard to say what your stocking should be without knowing the actual dimensions of the tank, as this will affect the surface area over which gaseous exchange can occur, and the details of the filtration it has.

Stocking should not be based on the fishes current size but on their adult size unless, of course, you are planning on moving the fish into another tank at a later point.
