Looks like a rip off to me, $55 for some dry rock, pfft.

Check out the local pet shop or nursery/ garden centre. Just make sure it hasn't been sprayed with anything.

You can buy big blocks of limestone and sandstone and use a wood rasp to cut and shape the stone to suit your aquarium.

Go to the beach and grab some out of the water. As long as there are no boats or people in the water it should be fine for the tank.

$55 for 40 pounds seems like a very good deal. That would be a good option as any savings at any alternative source (which probably wouldn’t be much) wouldn’t be worth the risks involved.
