Spray Bar Or Not?

There probably is not much harm is removing the spray bar but you would then not have much flow going into your tank which in turn could lead to algae problems.
 
To add flow without a spray bar you could add a powerhead which could put in the flow you need to go around the tank.
 
I think would be much easier and cheaper just to get a few pieces of eheim connectors, elbows, pipes etc and fiddle around until you are satisfies where spacebar is.
 
These pieces, like in the link i provided in earlier post, are only a few pounds each and readily available online and some LFS do stock these as well.
 
This is kind of what your spraybar shouldlook like. Under the water, with the holes pointing up just enough to move the surface of the water. I have two spraybars in here but you get the idea :)

 
Can you explain why filling the tank above the spray bar would be too high, from your image it looks like you have at least 3-4" more water level to go before your tank is full, unless you have some form of weir system installed?
