Are you doing a fishless cycle or with fish- if its with fish what have you allready got?
Theres a really rough gide rule of one inch if fish per 12 sq inces of surface area of the tank, but bigger fish produce more waste so u could have less inches of fish. Also some fish get massive and need a far greater space. Generally tank depth is far less important than its surface area coz thats where the oxygen gets in.

Tetras- my favorates are Cardinal Tetras for their bright colours, they like groups of 5 or 6 at least.

There are many types of fish out there. Neon Tetras, Cardinal Tetra's, BLack Skirt Tetra's, White Skirt Tetras, Emperor Tetra, Rummy-Nose Tetra, Glowlight tetra. And many more. Be sure to do an online search for fish and see what you like. There are also livebearers such as swordtails, platies, mollies, and guppies.
Dwarf Gouramis are also a very colorful and pretty smaller fish.
