Mozzie larvae are illegal to culture in most countries due to the diseases they spread. However, if you accidentally leave a container outside under a shady area and it fills up with rain water or sprinkler water, and some leaves drop into it, then female mosquitoes will lay eggs on the water and after a week or so you will get mozzie larvae in these containers. You should use a fine mesh net to scoop the mozzie larvae out and feed them to the fish so they don't turn into adult mosquitoes.
As I explained to my wife...for every mosquito larvae that I collect (daily) and feed to fish means dozens, if not hundreds of fewer mosquitos in the neighborhood. I probably wouldn't bother except the outside daphnia bins have great production - so the here and there mosquito larvae is merely an added benefit.

Edit - Note: Having written the above I'm not suggesting that anyone should break the law, even laws that are rarely enforced. And I understand the paranoia over standing bodies of water. Not far away here in Central New York there is a swamp that is sprayed annually to kill mosquitoes attempting to stop west nile virus (encephalitis).
