When I lived in England, I had a house in Darby Green, between Blackwater and Yateley.
As lamps in the house here burn out, I replace them with low energy lamps. About half the lamps in the house have bee swapped out with LE's now.
Concerning the heating costs for tank, remember, that the heat put into the tank escapes into the room, so your 300W, (or whatever), of heating in the tank is 300W of energy that your room heating will not have to supply. Your tank functions as a supplementary radiator.
