I suggest u read some books before u set up a new tank. It ain't really that much to do to set up a new tank. (also what r ur tank size?)
#1 getting ur temperature right isn't always apply specially if ur tank is in ur living room. Temperature there will always be changing depending on weather. So if you dont want temperature to go up or down that much just remove ur tank to base or else where, where temperature do not change as much and have better heater the one that can go under water

#2 water turning yellow is always apply when u have plants my water atm is brown on my 25g due to driftwood and yellow over on planted 20g tank. Just make sure ur water stats r all fine thats what u need.
#3 getting plants alive is effect a tricky job. Make sure u have enought light for ur tank. Usually aim for 2.5-3 watt per gallon of water and have enought substrate, co2 and fertilize it once every two week or so. If you just begin this hobby you should go for some plant that r very ez to grow. Java specie all r pretty ez to grow and dont require much light.
#4 This is the first time I heard some one couldn't get his filter to work correctly what brand u using? They should have an instruction manu provided comes alone with the filter. Just read it before use.

HOW MUCH NATURAL LIGHT do they need ? mine is hidden in a corner and is very dark, you need the light on to see the tank clearly, is this bad for the tank?
this is not the problem the temp, i think its the darkness its right in the corner which doesnt get any natural light

Then you should move ur tank. Because some fish might not be able to take that kind of hot temperature. No wonder ur plants die off. A good temperature to keep plants r 74-78. But most plants can take up to 80-84. Make sure you move it else where. And see if plants still die off and post a pic or ask for help if it happen again.

thats probably why ur plant start dying. 3 hours is not enought leave it one 10-12 hours is a must for any plants to stay healthy. Now just leave them on for longer. Also which one is urs? there r so many tank over there?
that should be a 20-25 g tank if I'm not mistaken. Until you can able to find or give me a look at ur plants I dont know if that light is enoguht for them. As all plants light req is different. But at the moment ur light is arround 0.75watt of light per gallon of water which consider as very low lighting.

cos if you look the leaves are turning brown when they should be green, i am currently putting in aquatic plant food so the only thing i can think of is the 2 hours a day lighting is killing them
Nothing wrong with 'yellow water' (bogwood tannins) many fish thrive in it.

Half of what IMCL85 said was right and half wrong. Fish keeping usually is simpler then what you're going through though.
So long as the temperature doesn't fluctuate more than 5°F (3°C I think) during the day, you should be okay. Most of the time the temperature fluctuates far more in the wild. 74-78°F (23-25.5°C) is about right for most but not all fish.
Driftwood will always tan the water unless it's a very old piece that's lost all it's tannins. Quite rare to find one like that.
Most plants can be demanding and sensitive to conditions. Depending on the species of plant you have, you might need a lot of light, or minimal lighting for it to grow. Substrate, water chemistry and added nutrients all play a role in keeping plants going. Depending on the plans, 10-12 might be too much or not enough. Without knowing what type of plants, there's not much help to give you. Try asking in the planted forum. They'll know better how to handle plants.
