is there any clorine?(pardon my spelling) here is a list of things that may have happend:
clorine,
ammonia,
nitrite,
cloromide,
and a few others.
even f not, add some clorine remover.

How many gallons is the tank.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

Do you mean he's erratic swimming.
Does he look pale or darker in colour.
Any signs of flicking and rubbing.
Check his gills over to see if there pale with excess mucas or red and inflamed.

Dollars are pretty skittish, it may have hurt itself. it is not unusual to see them fly/swim into the side of the tank if they are startled.

Nope hes just laying on the bottom flat water is ok he in a hosptal tank.
Hes not floating I use anything for the water but gills are ok body ok just laying there

If no signs of flicking and rubbing all you can do is try a bacterial med if he strong enough to cope with it.
You will need extra aeration in the hospital tank with the med, as meds reduce 02 in the water.
