Increase the volume of the weekly water change. Provided the parameters--which are GH, pH and temperature here--are basically the same between tap and tank wzater, you cannot do any harm with more substantial water changes. Many of us here do 50-70% depending, once a week. This should help with the green issue. Dig into the open areas of the substrate.
