Sick Long Fin Black Skirt Tetra

I have several glo fish which I understand they are skirt tetra, I have 1 that just a few times a day it seems on its side maybe across 1/3 of the tank 60 tall, all water parameters are good ammonia 0, nitrates 5, nitrites 0, ph on high scale test rafts 7.4 but on low test tags 7.6 so I take it that it's right around 7.5. All other fish appear to be ok. I do only feed once per day flake food. Tank is all community fish, I have 12 skirt tetras, 4 zebra danios, 8 glo zebra danios 6 Cory catfish 2 each albino, green & pepper Cory's, I also have maybe 6 nerite snails. I had some pleco in there until I saw eggs so I put all of them in their own tank as I didn't want a bunch of baby pleco in my tank. They just got old enough to start breeding. Back to my skirt tetra it swims fine most of the time, in fact it's hard to tell it from the others as it swims normally, eats, just like the others, it does seem to have longer fins than the others and I was wondering could that be making the balance off? Is like when he had find pulled close to body he swims fine but when he opens up is when he goes on his side. I was just noticing he swims fine but when he relaxes he floats to the side. Any help would be great.

I don't understand what you have written here. Can you tell us the symptoms the fish has?
Please use paragraphs so it's easier to follow :)

How long has the tank been set up for?
How often do you do water changes and how much water do you change?
Do you gravel clean the substrate when you do a water change?
Do you dechlorinate the new water before adding it to the tank?
What sort of filter do you have?
How often do you clean the filter and how do you clean it?
How long have you had the fish for?
How long has it been acting weird?
Have you added anything to the tank in the 2 weeks before this problem started?

Any chance of a picture and short 20 second video of the fish?
If the pictures are too big for the website, set the camera's resolution to its lowest setting and take some more. The lower resolution will make the images smaller and they should fit on this website. Check the pictures on your pc and find a couple that are clear and show the problem, and post them here. Make sure you turn the camera's resolution back up after you have taken the pics otherwise all your pictures will be small.

If the video is too big for this website, post it on YouTube and copy & paste the link here. We can view it at YouTube. If you are using a mobile phone to take the video, have the phone horizontal so the video takes up the entire screen. If you have the phone vertical, you get video in the middle and black on either side.
