Sick Fish? (Singular Not Plural)

Hey all, just created an account on the forum.
I have this fish, its a cold water fish (iam aware that this forum says "Tropical Fish" but the users on here seem to know what they are talking about, hence why im here) i got no idea what breed of fish it is it looked cool so i brought it, and its been doing these weird barrel rolls, nose dives, and its gills are quite red, Its been doing this for the past 3-4 days. It was perfectly fine 5 days ago. There are other fish in the tank, including another fish of its kind, and they all have no issues. This fish with the "Issues" stays on the bottom and does not surface. It usually hides in a corner.

I did a 30% (maybe even 40%) water change yesterday, with the appropriate treatments to remove chlorine etc from tap water. I test the pH levels regularly and it is at a steady pH7.0. Ammonia levels are at 0 ppm (mg/L). I do not have other test kits, eg nitrate. so i have no idea what they are.

I have no idea whats wrong with it :/ I have been seriously considering putting the fish down (humanely of course) because i dont know if its suffering or not.
But im here trying to find out whats wrong with it, to try save it.

Any help/info would be appreciated.

I may be wrong but that could be a pearl danio, which is a temperate fish.
Did you buy it from a tropical fish tank? I.E. Was it kept in a tropical climate before you put it into cold water at home?
From the looks of it, it is very stressed and most probably will develop white spot or have it already!
If it has been doing this for 3-4 days then it won't have much chance, I would suggest getting a white spot treatment and treating your water to prevent the others getting it as well and maybe try a treatment that reduces stress for when you put new fish in.
But if I am honest I would probably make sure it don't spread and humanely put it down, it is not living a full life and is possibly putting the rest of your tank at risk!

I got this fish, and the other one of its species (plus another two of the same species, but with different colors, plus 2 goldfish) from a pet shop, and it was from a Cold Water tank (it said Cold Water on the tank and i felt the glass, it was cold water, well room temp). I brought them about a month or so ago, and introduced them to the tank, that has been established for about 9 months ish. The sick fish ONLY swims clockwise and in circles. The water is changed regularly every week, if not once every two weeks (time permitting). And the 3 stage filter is cleaned when it gets dirty.

Its just weird that the other 7 fish in the tank are perfectly fine. And this one almost instantly took a turn for the worst.
Its got me stumped thats for sure.

Zebra Danios, so the white one will be an Albino Zebra Danio.

Just to clarify, the tank was established 9 months ago, and has had fish in all the time since? If so, then I would certainly rule out water quality issues, so I would suggest either isolating the fish if you can, or euthanising it if you can't isolate it.

What size is your tank?
Do all the Danio's and Neons stay schooled together at the back like that?

It could be 'whirling' disease, caused by a micriscopic organism Myxobolus cerebralis, in which case there's no known cure, I'm afraid.
 
Yes the_lock_man, you are correct, the tank had been established for approx 9 months.
It has had fish in it since that time, the goldfish and the blackmoor, were the first two hardy fish to go in during the cycling process.
I have had different fish in the tank since then, like a "Black Widow" (i think thats what it was called) but it died as well as its other 3 members of the school from an unknown reason (i woke up, turned the light on, the they were having a good nap on the gravel, all 4 of them :/)

I can isolate the sick fish into a plastic container (with water taken from the main tank) and see if it improves over the next 24hours, if no signs of improvement occur, then the poor thing will be euthanized from its misery.

You should change your title, fish are not stupid, they do everything for a reason, sometimes they cannot contain themselves.

My tank is a 35ltr (US 9 gallons, if i am correct with the conversion).
Or 2 foot x 1 foot, approx.

No they are normally VERY energetic and usually chase each other around the tank.
I dropped the camera on the floor (Nikon D90) and it scared them so the grouped up, they are all swimming individually now, and school up every now and then.

I clean the Biological Filter in the water i have removed from the tank during the water changing process. I remove the filter "Wool" and replace it with new.
The plastic balls (thats my technical term) are somewhat cleaned in the same water, the carbon bag is removed while changing the wool (not cleaned,and replaced approximately every 2-3 weeks) as so directed by my local pet shop. and the ceramic "doughnuts" are also cleaned, as well as the filter housing itself from the slime and crap that accumulates in there. as well as the suction/intake to the pump (as seen in the back right corner of the video) and the impeller.

Weather or not that is the correct process, i have no idea, that what i have been informed to do from the pet shop. Sometimes i wonder.....

There's the problem. When you change out the filter wool for new, you're tossing all the good bacteria that controls your ammonia. Same with the carbon bags, but you shouldn't even be using carbon bags on a regular basis unless you're in the process of removing medication.

Every time you replace the bags you are in essence starting the cycle all over again. Well, not quite that drastic because you have some ceramics and bio balls, but generally you're only supposed to rinse out the floss and replace gradually when it starts to fall apart.

I took a glance at your video, and I'm hoping you have euthanized the poor fish.

Also, are you planning to graduate to bigger and bigger tanks as the goldfish grow?

Neon tetra??
I would say they were white cloud mountain minnows which are temperate fish and would live there fine, I wouldnt have thought black neons would survive in a 'cold water tank' ...
