Red inflamed gills can be due to water quality or flukes.
Take a look behind the gill flap with a magifying glass to see if you cna see a parasite.
Also they will rub the gill area on plants or rocks in the tank.

he's been swimming around a little more today but when he does he keeps flicking/rubbing his gills on the bogwood and rocks which leads me to your comments about gill flukes, its going to be difficuit to see in his gills i think as he isn't very big plus i don't have a magnifying glass :-(
