Sick Angel

I just got 2 new angels from my LFS 4 days ago. They seem to be doing fine except one has red inflammation on the base of his pectoral fin and has a little red behind his eye.

He's in the Quar Tank as I put all new fish in there for a couple of weeks.

My water stats are good:
amm 0
nitrite 0
nitrates 30ppm
GH 4dGH

What is it and how can I treat it?

Lighter colored angels, such as golds, albinos, light koi, or light marbles such as yours do show a little red at the base of the fins at times. It's normal coloration, I have some large koi & golds that have tthat same coloration. Nice looking angel, enjoy your fish.
