We have 25 watt heaters. I use them in tanks under 10 usg, such as the Betta tanks. There is also an under water heating pad by Hydor, but it has no thermostat. It will raise a couple of gallons a few degrees. I used it on a 3/4 usg bowl and it overheated my little deformy Betta girl, Miss Kinky. I wanted to warm her up more as she was aging and appeared to be having a little trouble. That did it for her, I'm afraid.
You don't think 80 is a little high? Not many Corys can tolerate that heat level. Peppers are better in the low 70's to mid 75 degrees.
Before I tried the Hydor heating pad, I was putting a 25w Stealth heater in the bowl. It worked fine and kept the temp right, but it was a little large and clumsy. I should have stuck with it.
Can you waterproof a heating pad and wrap it around? The problem with that is the fluxuation in temperature isn't a good thing.
