Should I Give Up?

Can i just say you can get filter media from ebay which gets rid of carbon and ammonia from your fish tank.
You just add them into your filter then of you go.
And there only around 10 dollors

Partly right - you get a carbon filter, which removes heay metals from the tank water (as does your dechlorinator). These are really useful for removing "spent" medication from your water.

You can also get a Zeolite filter, which removes ammonia. But you don't want to it completely remove ammonia, you want your bacteria to do that.

Certainly with the carbon, and I believe with the Zeolite too, the active ingredient only lasts a few weeks, meaning they need regular replacement. Meaning saying goodbye to lots of your hard-earned.

Presumably, even if there is ammonia in your tap water, as long as you're doing relatively frequent, small water changes, it's not going to do too much damage? I'd imagine that at that concentration, it'd be so diluted your fish would hardly notice, and the filter should deal with it quickly enough.
