My experience neither prooves nor disprooves your statement Graham, but it does explain why I think it is possible.
I have previously worked at Manchester Museum's vivarium department and they have had dozens of different species in any of their 4 displays laid out as deep water paludariums over time and never once experienced a drowning.
It could of course still occur but i'd be inclined to think it was very unlikely from my own experience.
