In case you were wondering, a 48ix18x18 tank is about 64 US gallons (or 53 Imperiaal gallons).
I haven't calculated the sizes of your fish on the list (since there are a few I don't recognize), but unless any of them grow very large I would guess they fit in a 64 gallon, except for the scissortails.
Note that scissortails are shoaling fish, they should be kept in groups. Only two will not do. Since (as far as I know) they grow up to 8 inches, I don't think a shoal of them will fit in a 64 gal.
Clown loaches are shoaling fish as well, get at least 3 of them. I wouldn't get just one of the other loaches, they too are shoalers and should be kept in groups. They may shoal with the clowns, but I'm not sure about that and they would be happier in the company of their own kind.
Emperor tetras are a little territorial, so if you get four I'd suggest you only get one male. If you get 6 it would be best to get 2 males and 4 females.
