If I use the water the fish are in now and the filter media will I still need to cycle from the beginning or is it due to the tank and the filter being new as well as what the quality of the water is?
 
I don't really understand that , but from what I can understand if you put the water and the filter media that are from a cycled tank in a new tank, no, you will not have to cycle your tank again.

If you take your current stock + filter and add to a newer, bigger tank there will be no impact on water quality as you will be taking the vast majority of useful bacteria with you, living in your filter sponges and ceramic media. As long as you don't take too long to do this process it will be fine.
