I wouldn't add the salt as you have an oto and neon tetras don't tolerate it to well.
Ask about the anti internal bacteria med in chit chat, did you get a booklet with it as it tells you in there,
A long time since i've used that med and can't remember.

Oto are scaless fish so it can burn there skin.
Just dilute it down with a water change, and add the med back to the water removed.
