picking up on the water changing issue again (sorry to go back so far)
What i was getting at is that currently the water quality has dropped thus allowing cynobacteria to bloom (most likey cause but by no means the only possible cause), by doing water cahnges at this present time will help as it will reduce quantities of unwanted substance that is in the water.
once the water quality you require has been acheived stick to a weekly or bi weekly water change program, there is an arguement as lynden points out that smaller water changes weekly are not as effective as larger bi weekly changes, all I wanted to point out that was changing water weekly (not necessarily small changes) will help kick start the process of obtaining the water quality required, mith minimal stress to the tank.
Man i think i confused myself with that statement!!!!!
and lets not forget how detrimental to a reef system these elements/toxins are!

In my opinion and experience the main reason to avoid tapwater are the impurities we can't test for (easily), such as silicates, fluoride, and the like.
Amen to that Lynden. And lest we forget copper, sulphates, bromine and ammonia
