Ram going downhill fast

One of my Bolivian rams has been slowly getting darker for the past couple of weeks. It started out as just a slight blue tint, and has increased to what is now a dark charcoal grey over his entire body. The very light red that is on his tail and fins has darkened to a vibrant blood red.

Tonight I noticed his swimming just wasn't right, but I figured he was just in a lazy mood and wanted to move his body with each stroke of his pectoral fins. Just about 10 minutes ago he swam to a corner of the tank, laid on the bottom on his side and appeared to die right then and there. He hadn't stopped breathing though, and a couple of minutes later, he was right side up again resting his fin tips on the gravel.

The other Bolivian ram and the tiger barbs started picking on him, so he is now in a Q tank full of water straight from the 75G. He has been in the Q tank for about 8 minutes and already looks a tiny bit better, but it's obvious he is highly unstable.
His colors are still dark and his breathing is normal and regular. He is resting on his fin tips at the bottom.

Any idea what's happening to him? The other Bolivian ram (bought from same tank/same store/same day) is completely healthy.

Perhaps I should also note that prior to his color change (before the blue tint started), the other ram started getting territorial and would chase and pick on this one here.
 
Can you post test results in ammonia,nitrite,nitrate,and ph, does the body look like it covered in a grey film.
 
I don't have a test for ammonia. No, there isn't any film. His scales have turned that dark grey. Today his fins are starting to clamp and his breathing is getting shallow.

Nitrate - 60
Nitrite - 0
Hardness - 150
alkalinity - 0
pH - 6.4
 
I would recommend a water change to fetch your nitrates down, and see if this helps the fish.
