Rainbow In Bad Condition

Well I have 3 Praecox rainbows(2 males and 1 female). One of male rainbow has previously looked very fat and his caudal fin is not in the best of shape. His scales are also not in very good shapes. His color is also not very vibrant. The weird thing is the water parameters are fine and all the the other fishes in the tank are in great conditions. He is the only fish in the tank that does not look in great condition and it bothers me. All my fishes have great colors and are in perfect condition except this one rainbow. To keep all my fishes in there top condition I feed them many frozen Hikari foods. I also use vitamins. Here are some of the things I use in my tanks to feed my fishes, along with the vitamins.

I mainly use Vita Chem because it has always kept my fishes looking beautiful. But this single rainbow hasnt become any better in the past 2 weeks. But he looks much better than he did the first week. Hope he gets better. Anyone has comments on this on how I can make the Praecox Rainbow better?

He's bloated.
Scales are not in good condiltion can you explain more.
So his colour looks washed out and pale.
Water stats would be good.
