Question about Neon Tetras

What about wihite cloud mountain minnows? They are small, colourful and hardy.

Oh, it's one of those little Mini-Bow tanks? That does help a bit. Good filtration and heating are key. You can probably keep a betta and ONE of the following:

2-3 dwarf corys
1-2 ADF
2-3 Shrimp

It will be very important to keep the water clean though. Once you're done cycling, I suggest changing 1 gallon with fresh dechlorinated water every week. If you can add some low-light friendly plants to the tank, that may help keep the tank more stable as well as make the inhabitants happy.

Generally, I disagree with putting even the smallest of schooling fish (like neons or white clouds) in anything smaller than a 10g tank.

Is there no way to add neons to a new tank?

Sure. Step 1: buy them. Step 2: Introduce them.

However, we are talking about 3 gallons here, not even enough to call it a 'tank', and most certainly not an environment for schooling fish, especially delicate ones. Because neons are delicate it really is best to add them to healthy, established tank, and start off with something hardier.

So what types of plants and decorations should I put in the tank if I want 1 ADF and a beta fish?
 
im kinda new to keeping fish myself and my tank is considerably larger than yours ToWnPrEp but some of my first fish were neons. I have 10 of them and have had them for around 4 months now and they are all doing extremely well....so if you really want a few neons i dont see any reason y you shouldnt.
