Question About Lights

I need to upgrade the lights on my 75 gal, but my research isn't giving me quite what I need. I want enough light to keep some basic plants without using CO2, which I've heard to be about 1 watt per gallon. However, one place I read that 1 watt per gallon is for T8, another said for T12.

Also throwing me off: Most 48" bulbs are around 30 watts... do I really need a 3-bulb fixture just to get over 1 wpg? I can't imagine what those of you with high light have to run.

So: 2 bulbs? 3? T5, T8, other? What would you run to keep a some plants in a 75g without CO2? Thanks!
