quarantine tank

Im going to set up a 35 (UK) gallon tank, and am getting a new filter to fit it. I am then going to perform a fishless cycle, would it be ok for me to put an old (smaller) filter in the tank as well to get good bacteria into it? I am then going to take some water, gravel, and the smaller filter from this established tank and put them in a 15 gallon tank to be used as a quarantine tank for any new fish. would this be ok to do i just think it might be better than contaminating the larger tank.

Your plan sounds good. Just keep in mind that the filter for the quarantine tank has to be kept 'alive' with a supply of ammonia.
