Quarantine Tank

Just to point out something here, you should quarantine for at least a month. Some of the pathogens out there don't show symptoms for a month, so anything less than a month still isn't safe to add to your main tank.

I would also treat for whitespot and IP in this time also, just to sure :)

I do that too. Slightly elevated water temp. and white spot treatment. Although, the elevation in water temp. isn't an absolute necessity because it depends on the sensitivity of the type of fish but I think it helps.

That depends on personal preference and who you get your plants from. I get mine through a very reputable online dealer which I know don't stock their plants with fish. So mine get rinsed in tap water and put into my main tank. The other reason I don't is because my secondary tank does not match the lighting requirements of my main tank for which the plants were purchased for.

I'm not without risk for doing it even as I do it with a trusted dealer. You can use a potassium permanganate solution to dunk the plants in before putting them into your main tank but I have never tried this method.

Otherwise I would let new plants sit in the QT for a month to be totally safe.
